EXECUTIVE ORDER NO. 11-2011

AN EXECUTIVE ORDER CREATING THE LOCAL LEGILATIVE-EXECUTIVE DEVELOPMENT ADVISORY COUNCIL (LLEDAC)

WHEREAS, Republic Act No. 746, otherwise known as “ An Act Constituting the legislative Executive Development Advisory Council’ provides that it is the policy of the state to formulate after consultation with appropriate public agencies, the private sector, and the public government units, socio economic development programs taking into account the requirements of conservation and ecology and in accordance with its constitutional mandate to promote a more equitable distribution of opportunities, income and wealth; a sustained increase in the amount of goods and services produced by the nation for the benefit of the people; an expanding productivity as the key to raising the quality of life for all especially the under privileged;

WHEREAS, the creation of the Local Legislative-Executive Development Advisory Council (LLEDAC) shall constitute an effective advisory and consultative body to the City Mayor and the Sangguniang Panlungsod on various socio-economic issues and concerns to ensure consistency in coordinating executive and legislative development planning and budgeting, formulation and implementation of priority local issues;

NOW THEREFORE, I, ATTY. CHRISTIAN D. NATIVIDAD, City Mayor of Malolos, by virtue of the powers vested in me by law, do hereby create the Local Legislative-Executive Development Advisory Council (LLEDAC);

Shall spearhead the secretariat services,responsible for preparation of reports and to provide assistance necessary in the implementation of the council’s functions.

Section II.A. FUNCTIONS OF LLEDAC

  1. Assist the City Development Council in determining and recommending socio-economic development goals and policies that will guide the formulation and implementation of the city development plan. As necessary, it may be convened to review socio-economic developments;
  2. Identify and recommend policy priorities for the ELA team to consider in formulating the Executive-Legislative Agenda (ELA) and the Legislative Agenda (LA) which are subject to stakeholder consultations;
  3. Recommend legislative measures that need to be certified as priority measures by the City Mayor such as those in the ELA, including measures that respond to special situations or circumstances, e.g. calamities, which may not have been included in either in ELA or LA;
  4. Monitor the implementation by the executive of all resolutions and ordinances, approved by the Sangguniang Panlungsod;
  5. Assess the effect of impact of approved measures on citizens and others concerned;
  6. Report and recommend to proper officials and agencies the result of their work and such measures necessary to be undertaken;
  7. Recommend the basis for allocating the budget and reviews the executive budget before it undergoes approval by the Sanggunian. It also studies and evaluates requests for supplemental budgets to be enacted by the Saggunian; and
  8. Ensure the participation of the communities in local government affairs, through conduct of joint legislative-executive public or stakeholder consultations for a common and united front working towards the attainment of the LGU vision for development.

B. FUNCTIONS OF THE LLEDAC’S EXECUTIVE COMMITTEE

  1. Ensure that the directions of the LLEDAC are faithfully carried out and implemented;
  2. Act on matters that need immediate attention and resolution of the LLEDAC;
  3. Formulate policies, plans and programs based on the objective and priorities set by the LLEDAC;
  4. Take final action on matters that maybe authorized and’ or stated either in ELA or LA.

Section III. SCHEDULE AND VENUE OF MEETINGS

A. Regular Meetings

The LLEDAC/Executive Committee shall meet regularly on the date agreed upon by the majority of the members on the initial meeting. Meetings shall be held in the Sangguniang Panlungsod Session Hall unless otherwise specified by the Chairperson

 

B. Special Meetings

The Chairperson shall convene the LLEDAC/Executive Committee to such special meetings as may be necessary. Notification of date, place and time is at least one (1) day before the meeting.

Section III. DECISIONS AND RESOLUTIONS

The decisions/resolutions of the LLEDAC/Executive Committee shall be made through the concurrence of a majority of the members constituting a quorum.

This Executive Order shall take effect immediately upon approval.
